Thomas J. Clapperton was born in Galashiels on 14th October 1879 and studied at Edinburgh College of Art before moving south.
As far as I know he was responisble for the following Great War monuments:
Minto, Canonbie, Selkirk, Earlston, Galashiels, Shenley (Hertfordshire), Oamaru (North Otago, New Zealand)

He was also responsible for the following:
Flodden Memorial - Selkirk
Mungo Park, Selkirk (the later additions)
Robert the Bruce - Edinburgh Castle Entrance
Jimmy Guthrie Memorial - in Hawick Wilton Lodge Park
Newburn Memorial - Church of St. John Lee, Hexham
49th (West Riding) Reconnaissance Regiment, RAC Memorial - Wakefield Cathedral
Canonbie United Parish Church Roll of Honour

Canonbie and Minto are 2 of my most favourite war memorials.

Thomas John Clapperton (1879--1962)

Born in Galashiels, the son of a photographer, he studied at Galashiels Mechanics’ Institute, 1896, GSA, 1899--1901, Kennington School of Art and the RA Schools, 1904--5, where he was student assistant to Sir William Goscombe John (q.v.).
He later studied in Paris and Rome on a travelling scholarship. Returning to London, he set up studios at Chelsea and St John’s Wood, receiving commissions for the Mungo Park Memorial and Flodden Memorial in Selkirk (1913), and allegorical figures on the National Museum of Wales, Cardiff (1914--37).
After war service in India, he executed war memorials at Canonbie (1919), Minto (1921) and Galashiels (1925).
He executed a colossal frieze for Liberty’s store in London (1926), and in 1929 produced the statue of Robert the Bruce, at the portcullis, Edinburgh Castle.
He also made work in New Zealand, Canada and California. His last important work was the 49th West Riding Reconnaissance Memorial, Wakefield Cathedral (1947).

Elected ARBS in 1923 and FRBS in 1938, he exhibited at the RGIFA from 1915 to 1951. He died at Upper Beeching, Sussex.

It's not easy to find Clapperton's Oamaru memorial online because the town also has a more famous Boer War Memorial.

He also did another statue for Oamaru, N.Z. It's for children and is called the Wonderland Statue and is in the public gardens.

MEMORIAL TO A BORDER POET

It has been definitely decided to erect a memorial to " J. B. Selkirk," the Border poet, in Selkirk, and Mr T. J. Clapperton, the distinguished sculptor, has been commissioned to execute a bronze panel.
His sketch of the panel has been unanimously approved. It will symbolise the spirit of the well-known lines on Selkirk after Flodden.
On the upper part of the panel there will be two female figures, representing the grieving sisters in that poem, which tells of Selkirk's tragedy and glory; while beneath will be a profile of the poet
